The lower I received is in great condition. I found a small dimple on the left side of the receiver and some tooling marks on the top where the bolt release is. Just shows they have high standards for what is not blem as both issues are hardly noticeable. it fits real well on RockRiver, AR Stoner and of course PSA uppers. See attached pictures. As with all my purchases from Palmetto I have no complaints and as such I will continue to purchase every thing I need for my AR builds here.

Im not sure what justifies a BLEM product because I own two of them and I cannot find the flaw that they discount for. Either way I grateful for the excellent value and quality. I exclusively use PSA for lowers. I just cannot warrant paying more for a product that this will do the job flawlessly for.
